Sigh I knew I said I would shut up, but I really lied. I am a resident of Maine, so I'm pretty upset about question 1... So apparently this is what the ultimate goal is. I thought it was interesting how they used the word "human rights" instead of "civil rights" which is why I felt the need to post this here.
